Residential
customers
- In 2010, residential customers pay
6.314 cents per kilowatt-hour (kWh), which is still below the 1984
cost of 6.55 cents per kWh. The monthly base charge was increased to
$5.24.
- In 1984, the cost of electricity for
residents in Loveland was 6.55 cents per kilowatt-hour with a $3.50
monthly charge.
Small Businesses
- Small business owners and other commercial
customers have competitive rates compared to neighboring
electric utilities.
Large Commercial and
Industrial Customers
- Electric rates and demand charges for
large
commercial and industrial customers are
competitive with surrounding utilities. Because of
variations between energy use and demand, each
industrial customer must be benchmarked
individually.

Table Notes
- The base charge is the minimum a
customer will be billed each month for
electric service and covers the fixed
administrative costs for all customers
purchasing electricity.
- The cost per kilowatt-hour (kWh) reflects
the cost of wholesale power and distribution
system maintenance.
- The cost per kilowatt (kW) applies to
customers on the demand rate. Commercial
customers with a demand that exceeds 50 kW,
must buy power on the demand rate. On this
rate, there is a charge for the
kilowatt-hours of electricity used and
a charge for the highest metered demand each
month.
- Payment-in-lieu of taxes (PILT) is
not a new fee, but is being separated out in
preparation for a deregulated electricity
marketplace. The PILT funds are paid by the
electric utility to the City's general fund.
- The Plant Investment Fee (PIF) is a
capacity charge that is allocated to expanding
the electric distribution system to meet
community growth. Commercial customers do not
pay PIF charges for connecting to the electric
system, but pay perpetually on all
kilowatt-hours used. When applying for a
building permit, residential customers pay a
one-time charge to cover the PIF charges.
