Licenses & Permits
The City Clerk's Office sells numerous licenses and permits.
Amusements
It is unlawful for any person to give, conduct, manage or exhibit any motion picture show without first obtaining a license from the City Clerk's Office.
Application
Animal Licensing-Dogs and Cats
Information regarding the licensing of cats and dogs in the City of Loveland is contained in
Chapter 6.08 of the Loveland Municipal Code. The City contracts with the Larimer County Humane Society for all animal control and licensing issues. Pet licenses are available at many local veterinary clinics. Please ask your vet if they offer this service. If not, you can obtain a license at the Larimer County Humane Society, 6317 Kyle Ave., Ft. Collins (970) 226-3647.
Bingo and Raffle Permits
Bingo Games and Raffles, in which money is taken from the player in order to play (even if only an unspecified donation is requested), are regulated by State Laws. Only a non-profit organization may be granted a permit; however, not every non-profit organization qualifies for a permit. Before selling any tickets, any organization which desires to conduct a bingo game or raffle should apply to the Secretary of State for a permit to conduct the bingo game or raffle. Contractors License
Chapter 15.30 of the Loveland Municipal Code addresses the requirements for contractors licensing. These licenses are issued by the Building Division of the Community Services Department. For more information, please call (970) 962-2505.
Games of
Skill
Games of Skill include the following: Pinball machines,
photoelectric machines, or other electronic games (including but not
limited to “Claw Games”). In other words any kind of game that requires
money or tokens to be played.
It is unlawful for any person to carry on the business of keeper, for gain or hire within the city, of any billiard table, bagatelle table, pigeonhole table, shuffleboard, pin alley, shooting gallery or other games of skill, skating rink, table on which games are played with balls, or any place where pinball machines, photoelectric machines, or other electronic games, are played, without first obtaining a license.

Handbills
Handbills are defined as, printed or written material, dodger, circular, leaflet, pamphlet, paper, booklet or any other printed or otherwise reproduced original or copies of any matter or literature which advertises for sale any merchandise, product, commodity or thing or which directs attention to any business or mercantile or commercial establishment, or other activity, for the purpose of either directly or indirectly promoting the interests thereof by sales; or which directs attention to or advertises any meeting, theatrical performance, exhibition, or event of any kind, for which an admission fee is charged for the purpose of private gain or profit. The City of Loveland has an ordinance that prohibits and restricts the distribution of handbills in the City. The complete details are in
Chapter 9.46 of the Loveland Municipal Code. The highlights are that you may distribute handbills door to door providing they are securely attached to the door or handed to the occupant. You cannot leave or distribute handbills to premises marked for no soliciting or on uninhabited premises. You CANNOT place handbills on automobile windshields. You may distribute handbills to citizens in a public place provided they are willing to take them.
Tree Trimmers Permit
It is unlawful for any person to engage in the business
of cutting, trimming, pruning, removing, spraying, or otherwise treating
trees and shrubs within the City without first procuring an annual
license therefore from the City. The applicant must also provide
public liability insurance covering all proposed operations of the
applicant in such business in the city in the sum of at least one
hundred thousand dollars for the injury or death of any one person,
three hundred thousand dollars for the injury or death of any number of
persons in one accident and twenty-five thousand dollars for damage to
property. All of the vehicles and equipment used by the company is to be
clearly marked with the company name and address in plain and legible
figures and letters not less than three inches in height.

Vendors and Peddlers (aka-Solicitors)
No person shall enter or remain upon any private premises or office building in the city, not having been requested or invited by the occupant (s) thereof, for the purpose of contacting said occupants to solicit the immediate or future purchase or sale of goods, services, or any other thing of value.
This does not apply to bona fide religious, charitable, school and civic organizations, or other organizations eligible for exemption under Section 501(C) of the Internal Revenue code, or the solicitation of newspaper subscriptions, unless a "No Solicitation" or "No Trespassing" sign is posted at or near the entrance (s) to such residence or office building. No person shall sell or offer for sale any goods, services, or any other thing of value from or upon any street, alley, sidewalk, park, or property owned by the city, except as may be authorized by City Council. A person may solicit from private property as long as permission is received from the property owner to do so, such as a parking lot of a local business. Complete information contained in
