As part of the ongoing effort to revitalize downtown Loveland,

the City has been working with an ad hoc committee to propose an update to the Established Business zone.

The purposes of the existing Established Business Zone are to:

  • Encourage preservation of the architectural and historic character of the district;

  • Foster redevelopment through the application of flexible development standards

  • Encourage a diverse mixture of land uses throughout the district including arts related uses and mixed use development;

  • Encourage revitalization and redevelopment of the Core Area in a manner that preserves and compliments its existing unique character.

In general, zoning can:

  • Clarify what uses and building types are permitted in a designated area;

  • Promote infill and redevelopment by setting clear expectations as to what type of development can occur, and aligning the zoning with construction techniques and market demand;

  •  Protect property values and encourage reinvestment by giving property owners reasonable expectations as to what may occur around them.

Background

The “Established Business -BE Zone” was updated in 2003 to facilitate quality development in downtown Loveland.  The provisions of the Established Business Zone have been tailored to meet the needs of an “urban” (downtown) area whose core is characterized by traditional commercial buildings; a historic main street; on-street parking; shared public parking; and different types of buildings often standing side-by-side. 

Downtowns typically contain mixed uses: for example, a residential or office use above a store within the same building; or a commercial building adjacent to a residential building.  Zoning codes developed in the past often tried to impose a more suburban standard of development on downtowns, causing a barrier to revitalization of downtown.

Neighborhood Transitions

The Established Business zone also contains some areas or primarily single-family homes on its edges.  There are also a few pockets of Established Business zoning in existing neighborhoods where businesses exist, notably at 8th Street and Colorado.  It is the intent of the Established Business zone to respect the transition into surrounding neighborhoods.

Update Process

As part of the ongoing effort to revitalize downtown Loveland, the City has been working with an ad hoc committee to propose an update to the Established Business zone. 

The purpose of this update is to ensure that the Established Business zoning continues to meet its purpose in relation to:

·         downtown revitalization goals/plans;

·         the evolving market for downtown housing and redevelopment;

·         adoption of new building codes are adopted;

·         the experience of city staff, the public and developers with the Established Business zone.
