Timeline 1978 through 2004

1978

  • Completed construction of existing Green Ridge Glade Reservoir following the Big Thompson Flood in 1976.

1988

  • Completed water supply study. Recommendations from Camp, Dresser and McKee, Inc. included expanding the reservoir.

1989

  • Approved by City Council that water rates be increased annually for eight years to fund the expansion and cover water utility operations.

1990

  • Implemented first of eight water rate increases.
  • Purchased two parcels of land west of County Road 29 for possible reservoir expansion.

1997

  • Required environmental studies began that included studying possible impacts of the expansion on wildlife, wetlands, cultural resources, socio-economics, hydrology, and water quality. Signed contact with Woodward Clyde Consultants to conduct a feasibility study. Hall, Pitts and Associates started the environmental assessment. A survey for the Preble’s jumping mouse was completed.
  • Completed the eight annual water rate increased in December.

1998

  • Conducted public information meeting for the neighbors and general public.

1999

  • Larimer County Planning Commission held a public hearing about the relocation of County Road 29.
  • Held a second public meeting for neighbors and interested citizens.

2000

  • Retired water utility general obligation bonds.
  • Board of County Commissioners decided to locate County Road 29 on east side of reservoir and require noise level studies.
  • The U.S. Bureau of Reclamation signed the final draft of the Environmental Assessment with a Finding of No Significant Impact.
  • The 404 Permit from the U.S. Army Corps of Engineers was signed by the City Manager.

2001

  • Started working with a design consultant to prepare easement documents for the reservoir spillway and northwest side of the reservoir.
  • Held neighborhood meeting at Sylvan Dale Ranch to report on the progress of the project and to identify concerns.
  • Met with the Loveland Historic Society and State Historic Preservation Office about the project because a small amount of land on a historic site was involved in the expansion project.
  • Held meetings with the Larimer County Board of Commissioners about design changes that impacted County Road 29.
  • Completed negotiating a long-term contract with the U.S. Bureau of Reclamation and the Northern Colorado Water Conservancy District to carry non-project water to the expanded reservoir.
  • Hired consultant to provide third-party review for the State Water Engineer’s Office.
  • Started engineering design process.

2002

  • Started 95 percent design review in February.
  • Completed construction drawings on September 30, 2002.
  • Issued bid documents in October that contained a goal that at least 10 percent of the construction was to use local labor and resources.
  • Closed bidding process in November with three contractors submitting bids.
  • City Council awarded the construction bid to SEMA Construction of Englewood on December 17, 2002. The Loveland Utility Commission and staff were delighted with the $13 million bid. The bid was significantly lower than some of the early engineering estimates.
  • Drained the reservoir for construction to begin.

2003

  • Construction started on February 12, 2003.

2004

  • Completed construction and dedicated the newly expanded reservoir on August 27, 2004.
